Moreover, as part of the budget solutions adopted during the Great Recession, CalWORKs grant levels were reduced by first 4  percent and then 8  percent in 2011 and remained below their pre-recession peak until 2019.

The bottom line is that this decrease is anomalous by historic standards, as CalWORKs caseload historically has increased during times of higher unemployment.
