February 17, 2000 - We recommend that the Legislature adopt budget bill language requiring the Office of the Secretary for Education to submit a report addressing the problem of access to Advanced Placement (AP) courses, including a comprehensive solution.

February 17, 2000 - We recommend providing scholarships to the top 10 percent of students at each high school in order to (1) provide incentives for a more diverse set of students across the state and (2) increase the program's college outreach effect.

Linking Mentally Ill Offenders to Community Care

February 17, 2000 - The state's prisons now hold far more mentally ill offenders than its state mental hospitals. Additionally, an increasing number of inmates with severe mental disorders are being released to the community to an inadequate patchwork of supervision, treatment services, and assistance. We discuss several initiatives in the Governor's budget plan aimed at keeping the mentally ill out of the criminal justice system and suggest a more comprehensive approach for addressing these complex problems.
