February 23, 2021 - The Governor's proposed 2021-22 appropriation for the Board of Equalization (BOE) is $31.8 million, 30 percent higher than the amount spent in 2019-20. Due to vacancies, BOE spent just $24.5 million of its $31.3 million appropriation in 2019-20. This post discusses issues for the Legislature to consider as it decides how much to appropriate for BOE in the 2021-22 budget.

February 13, 2019 - In this report, we analyze the Governor’s Proposition 98 budget package. The first four sections of the report focus on the architecture of the Proposition 98 budget, with an overview of the new Proposition 98 spending the Governor proposes, an assessment of the Governor’s estimates of the Proposition 98 minimum guarantee, a discussion of several factors that could affect the Legislature’s Proposition 98 budget planning in the coming months, and an assessment of the Governor’s proposal relating to Proposition 98 true‑ups. We dedicate the five remaining sections of the report to examining the Governor’s major proposals involving K‑12 education. Specifically, we analyze his proposals for (1) the Local Control Funding Formula, (2) special education, (3) county offices of education, (4) education mandates, and (5) school facilities.

June 26, 2019 - This report presents our assessment of the State Bar as required by Business and Professions Code Section 6145. Specifically, our analysis focuses on evaluating the portion of the annual licensing fee charged to attorneys that is deposited into the State Bar’s General Fund and the State Bar’s request for a fee increase in 2020.
March 7, 2017 - In this analysis, we discuss three aspects of the State Board of Equalization’s (BOE’s) budget: (1) resources redirected to board members; (2) the administration’s 2017-18 budget proposal for BOE’s major IT project; and (3) the administration’s 2017-18 budget proposals for BOE’s tobacco tax and licensing programs.
