May 3, 2021 - The American Rescue Plan Act of 2021 is the third piece of federal legislation that provides substantial COVID-19 relief funding directly to colleges and universities. This post recaps the key elements of the first two rounds of relief funding, then describes the key elements of this third round.
January 6, 2022 - The University of California (UC) operates Agricultural Experiment Stations and Cooperative Extension—two programs that together focus on research and outreach involving agriculture and natural resource issues. This report provides an overview of these programs—discussing their statutory origin, structure, employees, and budget. The report also raises a few concerns with the state’s oversight of these programs and concludes by providing recommendations to enhance oversight.

October 5, 2020 - Each year, our office publishes the California Spending Plan to summarize the annual state budget. This publication provides an overview of the 2020‑21 Budget Act, provides a short history of the notable events in the budget process, and then highlights major features of the budget approved by the Legislature and signed by the Governor. All figures in this publication reflect the administration’s estimates of actions taken through June 30, 2020, but we have updated the narrative to reflect actions taken later in the legislative session. In addition to this publication, we have released a series of issue‑specific posts providing more detail on various programmatic aspects of the budget.
March 23, 2020 - This initial post highlights key federal actions in response to the coronavirus disease 2019 (COVID-19)—through March 19, 2020—relating to public health broadly and individual health care. We discuss three sets of federal actions—(1) a federal legislative package focused on public health infrastructure, (2) a declaration of national emergency that opened the door for the state to apply for increased flexibility in the delivery of Medicaid services, and (3) a federal legislative package that provides for increased federal Medicaid funding and universal coverage of COVID-19 testing without cost sharing.
November 10, 2020 - In contrast to the state, the California State University and the University of California typically do not face cash timing issues. The universities also tend to have relatively larger cash cushions, which have allowed them over time to invest more of their cash in long-term investment accounts and even assist the state in managing its cash challenges. The coronavirus disease 2019 (COVID-19) pandemic and recession, however, have changed these dynamics. While the state has a larger cash cushion compared to previous recessions, the pandemic has resulted in notable revenue declines at campuses, which have weakened their cash positions. To weather the reduction in revenues, the universities have implemented, or are considering, internal borrowing and transfers, shifting more money back into short-term investment accounts, and issuing bonds to help cover operating costs. These actions will help the universities meet the unprecedented challenges wrought by the pandemic, but they come with trade-offs and risks. Given these developments, monitoring the universities’ fiscal condition over the coming years will be especially important for the Legislature.
March 2, 2021 - In this post, we describe the Governor’s proposal relating to the California Institutes for Science and Innovation (hereafter referred to as “the institutes”), which are administered by the University of California (UC). We first provide background on the institutes’ activities and budget. Next, we describe the Governor’s proposal. We then offer our assessment of the proposal and make an associated recommendation.

February 12, 2007 - Persistent increases in health care spending and deficiencies in health care quality are attributable in part to the continued reliance by many health care providers on archaic, paper-based methods of storing and communicating health information. Health information technology (HIT) offers the potential to improve health care delivery and quality, but adoption of these tools by health care providers has been slow. Our review assesses the potential for HIT tools such as electronic health records (EHRs) and regional health information organizations (RHIOs) to meet these challenges, and provides an overview of HIT development efforts in government and the private sector. We conclude that the state should take steps to promote widespread adoption of HIT, and we outline several strategies to achieve that goal.
May 10, 2022 - The Office of Planning and Research (OPR) is tasked by state law to support statewide planning and research activities. Among its many activities, the office has overseen certain higher education initiatives. This post analyzes three higher education OPR proposals in the Governor’s January budget for 2022‑23 related to the California Education Learning Laboratory, the Golden State Awards, and Carnegie Science.
February 27, 2020 - In this brief, we provide an overview of the Governor’s proposed budget for the California Student Aid Commission (CSAC). We then (1) assess the Governor’s Cal Grant cost estimates, (2) analyze the Governor’s proposal to fund a student loan outreach initiative, and (3) analyze the Governor’s state operations proposals for CSAC.
