The 2023-24 California Spending Plan: Judiciary and Criminal Justice

October 16, 2023 - The 2023-24 budget provides $18.6 billion from the General Fund for judicial and criminal justice programs, including support for program operations and capital outlay projects. This is a decrease of $1.2 billion, or 6 percent, below the revised 2022-23 spending level. A large portion of this reduction is due to the expiration of limited-term funding provided in previous years.

Potential Impacts of Recent State Asset Forfeiture Changes

January 6, 2020 - Chapter 831 of 2016 (SB 443, Mitchell) made various changes to the state’s asset forfeiture processes related to drugs. These changes generally make it more challenging for state and local law enforcement agencies to pursue certain asset forfeiture cases. Senate Bill 443 also requires our office to provide a report that contains data about the economic impact of these changes on state and local law enforcement budgets. This report responds to that requirement.

The 2024-25 Spending Plan: Judiciary and Criminal Justice

September 10, 2024 - The 2024-25 budget provides $17.8 billion from the General Fund for judicial and criminal justice programs, including support for program operations and capital outlay projects. This is a decrease of $1.5 billion, or 8 percent, below the revised 2023-24 level. This decline is largely due to reductions in General Fund spending in 2024-25, such as those made to address the state’s budget problem, as well as the expiration of limited-term funding provided in previous years.

February 11, 2021 - This publication examines the impacts of the novel coronavirus disease 2019 (COVID-19) pandemic and prior-year reductions on trial court operations. The publication also identifies issues for the Legislature to consider when determining the appropriate level of overall funding for trial court operations in 2021-22 and our analysis of three of the Governor’s major budget proposals for trial court operations.

The 2017-18 Budget: Department of Justice

January 31, 2017 - In this web post, we provide an overview of the Department of Justice (DOJ) and the level of funding proposed for the department in the Governor’s 2017-18 budget. We also assess and make recommendations on two specific DOJ budget proposals: (1) a one-time $5 million unallocated General Fund reduction and (2) a $45 million funding increase related to Proposition 56 revenues.
