August 27, 2002 - In an effort to determine the extent to which racial disparity is a factor in traffic enforcement, many law enforcement agencies in California have begun collecting traffic-stop data. In this report, we discuss many of the issues concerning the collection and analysis of these data and recommend a number of changes for racial profiling data collection, analysis, and training in the state.

April 24, 2024 - This report examines disproportionalities and disparities across California’s child welfare system in terms of income and race/ethnicity. The report provides background on the child welfare system, describes child welfare system disproportionalities and disparities, and lays out potential drivers of these inequities. Additionally, the report identifies a number of decision-making and policy areas that can help address disproportionalities and disparities, and provides options for the Legislature to consider.
February 28, 2022 - In this post, we analyze the Governor’s proposal to provide resources to the Department of Human Resources (CalHR) to implement specific proposals recommended by a taskforce established by the Governor aimed at finding ways to make the state a better employer. In addition, the proposal would seek to improve statewide data on the workforce to inform a statewide diversity, equity, and inclusion strategy. We recommend that the Legislature approve the proposal and encourage the Legislature to exercise legislative oversight of the process to ensure that the administration’s policies meet legislative objectives and priorities.
February 14, 2023 - This is the second in a series of analyses estimating the percentage of California Work Opportunity and Responsibility to Kids (CalWORKs)-eligible individuals who actually enroll in the program—otherwise known as the CalWORKs take-up rate. In this analysis, we compare CalWORKs eligibility and take-up rates across various demographic and economic groups.

February 1, 2021 - The District of Choice program is one of several laws allowing students to transfer from one school district to another school district. The program is scheduled to sunset on July 1, 2023. This evaluation, prepared at the request of the Legislature, assesses recent trends in the program and provides our recommendations regarding reauthorization. It is a follow-up to our previous evaluation, published in January 2016.
January 31, 2020 - In response to concerns over K‑12 student achievement gaps, the Legislature tasked our office with convening a work group on the topic and submitting a report. The required report needed to: (1) examine data on K‑12 student achievement gaps, (2) identify funding provided for disadvantaged and low‑performing students, (3) assess existing state efforts to serve these students, and (4) develop options for better supporting these students. This report responds to these requirements.
