Jul 14, 2025 - As of June 30, 2023, the state and Unit 16 have set aside $78 million to prefund the benefit and the unfunded liability associated with Unit 16 is $365 million. The most recent actuarial valuation of Unit 16 retiree health benefits (as of June 30, 2023) estimates that the Unit 16 funding plan is now on track to fully fund Unit 16 retiree health benefits by 2042.

Jun 23, 2025 - As of June 30, 2023, the state and Unit 6 have set aside $1.7 billion in assets to prefund the benefit and the unfunded liability associated with Unit 6 is $15.4 billion. Based on the most recent valuation, the Unit 6 benefit remains on track to be fully funded by 2048.

The 2025-26 Budget: Concession Bargaining

May 19, 2025 - If the Legislature authorizes the administration to impose reductions, we recommend that the Legislature require that the administration report to the Joint Legislative Budget Committee 30 days prior to the policy being implemented (1)  the level of expected savings from imposing terms for each affected bargaining unit and (2)  the specific policies to be adopted for each bargaining unit to achieve the identified savings.

Aug 23, 2024 - CalPERS projects that the state’s contribution to the Highway Patrol plan will increase by an additional 2 percent of pay by 2029-30. Depending on how actual experience between now and 2029-30 deviates from actuarial assumptions (for example, investment returns), the state’s contribution could be higher or lower than currently projected.

Provisions Related to Reduction of Duty Week to 66 Hours Reduction of Duty Week for Most Firefighters. While the Legislature approved the reduction of the 66-hour duty week, many operational details needed to be bargained in order for CalFire to implement the change.
