Feb 20, 2025 - Governor’s Proposal Increases Number of Districts Eligible for Tier 1 Rates. The Governor proposes to lower the threshold for Tier 1 funding from 75  percent EL/LI students to 55  percent, while keeping the Tier 1 rate at $2,750 per EL/LI student.
