The 2025-26 Budget: Concession Bargaining

May 19, 2025 - The salary range has a minimum step and a maximum step (also referred to as a top step) with intermediary steps in-between. Employees who are not at the top step of their job classification’s salary range may be eligible for a merit salary adjustment (typically 5 percent) in each year that they meet certain expectations, until they are at the top step of the range.

Jun 27, 2025 - In 2003, the average Unit 12 member had more than 11 years of state service. Today, the average Unit 12 member has seven years of service. Declining Share of Employees at Top Step. Figure  2 shows that the share of Unit 12 members who are at the top step of their job classification ’s pay range has decreased significantly over the past couple of decades and appears to be continuing to decline.

Jun 27, 2025 - Effective July 1, 2027, the agreement would provide SSAs that adjust the top and bottom steps of the salary ranges for all Unit 9 classifications. Specifically, the top steps would increase 4.5  percent and the bottom steps would increase 2  percent.

Jun 23, 2025 - Somewhat Lower Share of Employees at Top Step. As Figure  3 shows, compared with 2015, a lower proportion of Unit 6 members are paid at the top step of their salary range. This indicates that there is less seniority among Unit 6 members than a decade ago.

Aug 14, 2024 - Employees at the top step of their salary range would receive these pay increases as SSAs. About 36  percent of Unit 10 members are at the top step of their salary ranges. In the absence of this agreement, employees at the top step would not get pay increases as employees at the top step are not eligible for merit salary adjustments (MSAs).

Unit 2 (Attorneys) MOU Analysis

Aug 25, 2022 - Effective July 1, 2024, the top step of 11 classifications equivalent to the Attorney III classifications would increase 10  percent. Increased Reimbursement for Local and Specialty Bar Dues. The current agreement reimburses or pays directly to the State Bar the cost of bar dues for each employee for whom bar membership is required as a condition of employment.
