Retail Theft in California: Looking Back at a Decade of Change

Jun 12, 2025 - California ’s Retail Theft Rate Increased in 2015 and Again During the Later Stage of the Pandemic. As shown in Figure  1 , the annual rate of reported retail theft incidents has fluctuated. Between 2014 and 2015, retail theft increased slightly (5  percent) before declining by a total of 20  percent between 2015 and 2021.

Feb 22, 2016 - The Governor ’s revised budget for 2015 –16 reflects a total of $239.6  million in General Fund support for the Receiver ’s inmate pharmaceutical budget. This is a net increase of $20  million, or 9  percent, from the 2015 –16 Budget Act , based on the following adjustments: An $8  million increase based on an estimated 4.9  percent increase in the price of these drugs.

Feb 19, 2025 - As shown in Figure  4 , support for BOF has increased over the past decade from $30.2  million in 2015 ‑16 to $62.1  million in 2024 ‑ 25 —an increase of $31.9  million (or 106  percent). During this period, BOF also shifted from being fully supported by various special funds and began receiving General Fund support in 2019 ‑20.
