Feb 26, 2026 - Debt Service Has Been Hovering at Around 4   Percent of Core Spending. UC typically borrows to undertake major capital projects. It  carries debt mostly from former state general obligation bonds and, beginning in 2013 ‑14, from university bonds.

Feb 24, 2026 - The state pays costs for the employer contribution associated with CSU’s 2013‑14 payroll level. CSU pays the employer contribution for any payroll growth above that level. The state adopted this arrangement in 2013‑14 to provide CSU with a stronger fiscal incentive to contain staffing costs.

Dec 10, 2025 - CSU has also already set systemwide retention rate targets for the 2027 fall cohort: 88  percent first ‑year retention rate (a  4 ‑percentage ‑point increase), 81  percent second ‑year rate (a 9 ‑percentage ‑point increase), and 78  percent third ‑year rate (an 8 ‑percentage ‑point increase).

The 2026-27 Budget: Bureau for Private Postsecondary Education

Mar 25, 2026 - In 2025, BPPE incurred $10  million in costs associated with an employment lawsuit, consisting of a $4  million jury award to the plaintiff and $6  million in plaintiff ’s attorney fees. To cover these costs, DCA issued a $10  million loan to the BPPE Fund from the Bureau of Automotive Repair ’s High Polluter Repair or Removal Account in December 2025.

Mar 5, 2026 - As Figure  4 shows, districts ’ unrestricted reserves have increased over the past several years. Whereas unrestricted reserves totaled $2  billion (23  percent of expenditures) in 2019 ‑20, they grew to $3.8  billion (34  percent of expenditures) in 2024 ‑25.
