The 2016-17 Budget: Analysis of Child Care and Preschool Proposals

Feb 24, 2016 - The low –cost counties (which tend to be the rural northern counties) have somewhat more variation, 7  percent on average. Given these groupings, we recommend the state create a system with three reimbursement rates (tiers 1, 2, and 3) to reflect basic cost differences among counties.

The 2023-24 Budget: Child Care Proposals

Feb 9, 2023 - The Governor’s proposal to delay the slot expansion plan by not adding additional child care slots in 2023‑24 would save $134 million General Fund. The proposed delay in the slot expansion plan seems reasonable given state’s budget problem.

The 2019-20 Budget: Analysis of Governor’s Preschool Slot Estimate

May 6, 2019 - Because full-day slots cost more than part-day slots, fewer children overall would be served absent additional funding to cover the higher cost of full-day slots. If half of the part-day slots converted into full-day slots, the Legislature would need to add $360  million to serve the same number of children.

The 2019-20 Budget: Early Education Analysis

Mar 4, 2019 - Given this would be such a large increase, we think non ‑LEAs might be unable to accommodate all 10, 000 n ew slots in 2019 ‑20. Although non ‑LEAs filled all available slots when slots were last earmarked for them (in 2015 ‑16), they received a much smaller number of additional slots (1,20 0) t hat year.

The 2019-20 Budget: Overview of the Governor's Budget

Jan 14, 2019 - These slots would be on top of the almost 9,000 full ‑day slots the state added over the past three years. Extending preschool to all children from low ‑income families is consistent with considerable research that has concluded the benefits of preschool are greatest for these children.
