For an efficiency unit, FMRs are between 63  percent and 258  percent of the maximum SSI/SSP grant for individuals and between 42  percent and 157  percent of the maximum SSI/SSP grant for couples.

Nov 21, 2025 - Since 2017, the cost of this lost 6  percent FMAP (also referred to as the CFCO late penalty) has been paid for with the General Fund and has grown over time —totaling $63.2  million in 2023-24. In an effort to assist in addressing the state ’s budget problem, as part of the May Revision, the administration proposed to require counties to cover the full cost of the CFCO late penalty beginning in 2025-26 (estimated to save $81  million General Fund in 2025-26).

Oct 21, 2022 - Budget language also extends the age of eligibility for transitional housing in all counties to any former foster youth who is 18 to 25, and would extend the maximum time they may receive services to 36 months (up from age 24 and a maximum duration of 24 months, with a county option to extend service up to 36 months, as of 2021-22).
