Mar 3, 2026 - This increase would bring total program funding to $11.5 billion ($3.6 billion from the General Fund and $7.9 billion federal funds) in 2026-27. We note that while the year-over-year change in General Fund costs for the program is relatively flat, it is increasing slightly despite the fact that caseload is expected to decline and the average state cost for grants is remaining flat.

Feb 18, 2026 - The Governor ’s budget proposes $1.5  billion from the General Fund for CalWORKs in 2026-27, a year-over-year increase of $368  million (33  percent). Here again the increase is primarily because the Governor ’s budget assumes there will be no remaining unspent TANF funds in 2026-27 to offset General Fund costs as is the case in 2025-26.
