Labor Agreements to Achieve Budgetary Savings

Jul 11, 2025 - Notwithstanding Section 19829.5, Section 11 of Chapter  25 provided legislative ratification of any labor agreement that (1)  was entered into by the state employer and a state bargaining unit between June 21, 2025 and June 30, 2025 and (2)  included savings measures to achieve budgeted reductions pursuant to Control Section 3.90 of the 2025-26 Budget Act.

Aug 14, 2024 - Since the rejected 2014 MOU , the state and Unit 10 have ratified three subsequent MOUs: a one-year MOU that was established through mediation and expired July 2015, a three-year MOU that expired July 2018, and a two-year MOU that expired July 2020.

Aug 19, 2025 - Specifically, Item 9800 of the budget act directs the Department of Finance (DOF) to determine if an addendum requires legislative approval—pursuant to criteria laid out under Item 9800. DOF then submits the addendum to the Joint Legislative Budget Committee (JLBC), which has up to 30 days to determine if it disagrees with DOF’s determination that an agreement does or does not requires legislative approval.
