Revenues for prior and current years are up a total of $6  billion, primarily reflecting stronger ‑than ‑expect personal income tax collections which are running $4  billion ahead of prior projections as of April.

Nov 17, 2021 - In particular, under the constitutional rules of Proposition 2 (2014), the state would be required to deposit about $4 billion in the BSA in 2022 ‑23 and make net true up deposits of $1 billion. Although this represents an increase relative to the 2021 ‑22 enacted level, the balance of the BSA would remain below the pre ‑pandemic level of 11  percent of revenues.

Jan 13, 2025 - These solutions yielded General Fund savings of $11  billion through 2025 ‑26. The Governor ’s budget reduces this amount by $1.3  billion through 2025 ‑26. The reason for the reduction is the recent voter approval of Proposition  35 (2024), which requires the state to spend less MCO tax money on offsetting General Fund spending and more money on provider rate increases.
