Feb 29, 2024 - Prior to A B  1505 , SBE reviewed appeals for new charter schools by conducting its own independent review of the charter petition, similar to that of school districts and COEs. Under A B  1505 , if the charter petition was denied by a school district and a COE, then SBE only evaluates whether the school district or COE may have abused its discretion —SBE does not conduct an independent review of the charter petition.
