Feb 26, 2025 - (The ELPAC was developed and adopted in 2018, before the state began expanding TK eligibility to younger four-year olds.) Since the ELPAC was not designed with younger TK students in mind, the major concern was that students who were developing language normally for their age could be misidentified as English learners.
