COVID-19: American Rescue Plan’s Major Health-Related Funding Provisions

May 6, 2021 - New State Option to Extend Medicaid Coverage for Postpartum Women Current Federal and State Medicaid Policy on Coverage for Postpartum Women. As authorized by federal law, Medi-Cal currently provides time-limited coverage to pregnant women who do not meet all standard Medi-Cal eligibility rules, such as those with incomes above 138  percent of the federal poverty level.

Oct 16, 2025 - The spending plan includes General Fund reappropriations for public health equity initiatives, including Lesbian, Bisexual, Transgender, Queer (LGBTQ+) Women ’s Health Equity ($15.5  million); reproductive health ($13.3  million); and support for LGBTQ+ foster youth ($4  million).

The 2023-24 Budget: Whole Child Model Expansion

May 5, 2023 - (CHIP provides health coverage for pregnant women, newborn infants, and children whose household income falls below certain thresholds but is too high for Medicaid eligibility.) The remaining around 10  percent of CCS beneficiaries do not qualify for Medi-Cal and either have their non-CCS care covered through private insurance or are uninsured.

Mental Health Services Act: Proposed Bond to Fund Behavioral Health Facilities and Veterans Housing

Aug 17, 2023 - The bonds will be repaid over time using MH SA funds. NPLH has supported 247 projects and 7,852 housing units are anticipated. As of August 2022, 119 projects are under construction, 30 projects have been completed, and 498 units have units have been completed and are occupied.
