The 2026-27 Budget: Streamlining California’s Affordable Housing Funding System

Mar 6, 2026 - We find that designating the vast majority of private activity bonds for this purpose, as CDLAC has done, is consistent with good public policy given (1)  the state ’s priority to support more affordable housing and that (2)  doing so unlocks federal funding via the 4   percent tax credits.

Mar 30, 2023 - The state ’s labor agreement with Local 1000 is scheduled to expire June 30, 2023. Without a new agreement, these employees will not receive a compensation increase in 2023 ‑24. The Legislature likely will be asked to ratify a new labor agreement with Local 1000 at some point this year.

Nov 21, 2025 - The 2024-25 Budget Act  included a one-time reduction of $37  million in 2024-25 to ESE funding (as well as a one-time $30  million reduction to ESE funding in 2023-24). The 2025-26 spending plan restores ESE funding to $134  million (equivalent to annual ESE funding levels prior to the 2023-24 and 2024-25 reductions).
