The 2021-22 Budget: Labor Agreements Ending Personal Leave Program 2020

Jun 25, 2021 - PLP 2020 Agreement Extended Term of MOU to Either July 3, 2024 or 2025. On June 26, 2020, the state and CAHP reached an agreement to reduce state employee compensation costs. In addition, the agreement extended the term of the current MOU from June 30, 2023 to July 3, 2024 and possibly July 3, 2025, if certain conditions were met, described in our analysis .

Aug 12, 2022 - Through collective bargaining agreements, state employees ’ pay was reduced in exchange for leave credits in 2020-21 under PLP 2020. In the event that an employee separates from state service with accumulated PLP 2020, the proposed agreement would allow employees to cash out any unused PLP 2020 credits.
