Action Steps for Funding Higher Education Capital Outlay

February 17, 2000 - We recommend that the Legislature evaluate capital outlay proposals by the three segments as a statewide system rather than independent segments and apply statewide guidelines when making funding decisions. This will allow the state to use limited resources to maximum effect.

Land Acquisition Funding

February 17, 2000 - The budget proposes language for the Wildlife Conservation Board and State Coastal Conservancy that would allow those departments to use a portion of land acquisition and improvement funding for administrative costs. We believe the language would permit fund redirections that may not match actual workload.

February 17, 2000 - Problems in the locally implemented "CUPA" program include inconsistent statewide implementation, inadequate service levels in parts of the state, and inadequate state efforts to hold CUPAs accountable for their fee levels. We recommend the enactment of legislation requiring state oversight agencies to make program improvements.

February 17, 2000 - The CALFED Bay-Delta Program will soon shift from planning to making major policy and expenditure decisions about specific projects. We recommend the enactment of legislation to provide a formal organizational structure with clear lines of accountability to the Legislature for these impending decisions.

February 17, 2000 - Watershed assessments could be useful for improving regulatory and habitat restoration efforts. However, we find that the proposed assessment of North Coast watersheds will not achieve these goals.

February 17, 2000 - Departments within the Resources and Environmental Protection Agencies have generally disregarded legislative directive to provide program and expenditure information. We recommend that the Legislature withhold action on the budgets of the Secretaries for Resources and Environmental Protection (Cal-EPA) pending submittal of previously requested supplemental reports by the agencies.

February 17, 2000 - The transportation departments within the Business, Transportation and Housing Agency have generally disregarded legislative direction to provide program and expenditure information. Intercity Rail Program

February 17, 2000 - Intercity rail service has increased in recent years. Before the state invests heavily in intercity rail service expansion, we recommend that a comprehensive passenger rail study be conducted in order to determine the state's priorities for rail transportation.

February 17, 2000 - Caltrans' project delivery has improved, but is still hampered by vacancies, its use of project management, and fragmentation of state and federal funding. We recommend steps to expedite delivery of transportation projects.

Governor's Transportation 2000 Initiative

February 17, 2000 - We conclude that the initiative results in no new funds for transportation, outside of rail and ferries. Rather, the initiative proposes to program $3.6 billion in additional transportation projects earlier than planned. These projects are unlikely to be delivered within the four-year STIP period.

February 17, 2000 - We recommend a General Fund appropriation of $27.8 million to the California Community Colleges (CCC) to increase the equality of funding among districts.
