FI$Cal IT Project Update—Special Project Report 8

January 8, 2020 - This report analyzes how the most recent project plan for the Financial Information System for California (FI$Cal) information technology (IT) project—that has been under development since 2005—changes the project's cost, scope, and schedule. We also discuss what work is anticipated to remain even after the project is deemed by the administration to be "complete." Lastly, we make associated findings and recommendations.

February 20, 2020 - This report provides an overview of the proposed and approved IT projects in the Governor’s proposed 2020-21 budget. We first provide relevant background information on the state’s IT project approval process, approaches to development and implementation of projects once approved, maintenance and operation of IT systems once completed, and requirements for state government entities to request resources for projects through the budget process. We then identify and summarize the budget requests to plan proposed projects and to develop and implement projects (whether proposed or approved).

The 2018-19 Budget: Overview of the Governor's Budget

January 12, 2018 - This publication is our office’s initial response to the Governor’s 2018-19 budget. In the proposed plan, the Governor places a high priority on building reserves, proposing a total reserve balance of nearly $16 billion. We believe the Governor’s continued focus on building more reserves is prudent in light of economic and federal budget uncertainty. In addition to building reserves, the Governor’s proposed budget allocates sizeable funding increases available within the constitutionally required guarantee for schools and community colleges and supports a variety of new infrastructure projects. This report also discusses how new federal tax changes may affect state revenues and reasons why we believe there could be more resources available in May.

[PDF] The 2014-15 Budget: Evaluating FI$Cal Project Plan

March 26, 2014 - In January 2014, the FI$Cal Project submitted, and the Department of Technology approved, special project report (SPR) 5, which updates the project plans. The SPR 5 includes changes in the project's scope, implementation schedule, and future staffing levels. In this report, we find that SPR 5 reduces overall project risk and make recommendations concerning (1) the project's annual reporting requirement to the Legislature and (2) recruitment and retention issues. Ultimately, we believe that the benefits of proceeding with FI$Cal development outweigh the inherent risks that remain, and therefore recommend approval of the Governor’s budget proposal that reflects a reasonable funding plan to implement the updated project plan (SPR 5).

The 2020-21 Budget: Department of General Services

February 12, 2020 - In this analysis, we assess the Governor’s 2020‑21 budget proposals for the Department of General Services (DGS). Specifically, we review and make recommendations regarding the Governor’s proposals for (1) additional staff for Contracted Fiscal Services (CFS) workload, including the establishment of a new strike team to assist departments performing accounting activities with the Financial Information System for California (FI$Cal); (2) renovating the Resources, Bateson, and Unruh buildings, and (3) funding elevator and fire system‑related deferred maintenance projects.

October 17, 2019 - Each year, our office publishes California Spending Plan, which summarizes the annual state budget. In July, we published a preliminary version of the report. This, the final version, provides an overview of the 2019‑20 Budget Act, then highlights major features of the budget approved by the Legislature and signed by the Governor. In addition to this publication, we have released a series of issue‑specific, online posts that give more detail on the major actions in the budget package.

The 2019-20 Budget: Transportation Proposals

February 26, 2019 - The Governor's budget provides a total of $23.5 billion from various fund sources for all transportation departments and programs in 2019-20. This is a net increase of $1.4 billion, or 6 percent, over estimated current-year expenditures. In this report, we (1) review the Governor's 2019-20 transportation proposals, including those for the Motor Vehicle Account (MVA), the implementation of REAL ID, and the high-speed rail project, and (2) identify issues for legislative consideration.
