November 10, 2020 - In 2019 the Legislature passed and the Governor signed Chapter 120 (SB 200, Monning) establishing the Safe and Affordable Drinking Water (SADW) Fund, which provides up to $130 million annually for efforts to provide safe drinking water for every California community. The legislation tasked the State Water Resources Control Board (SWRCB) with administering the funding and overseeing efforts to implement both short‑ and long‑term solutions to persistent drinking water problems. One year later, SWRCB has made good progress in establishing spending priorities, beginning to allocate funds and execute projects, and collecting essential data to identify the communities that should be targeted for improvements. However, the state is still in the very early stages of implementation. Given the serious threats to public health, safety, and environmental justice posed by existing drinking water deficiencies, the Legislature will want to continue conducting robust oversight over how efforts to rectify these conditions proceed.
May 13, 2021 - For the second consecutive year, the state is experiencing extremely low rates of precipitation. As we prepare for what could be an extended period of dry conditions, it is helpful to review how the state responded to the last major drought. Such information can inform—and thereby potentially improve—the state’s current and ongoing response to developing conditions. In this report, we summarize the major activities, spending, and policy actions undertaken by the state to respond to the severe drought that occurred from 2012 through 2016. We also describe current conditions, and highlight some key lessons the Legislature can learn from previous efforts to help guide its response to the emerging drought.
February 21, 2014 - In this report, we analyze the Governor's 2014-15 budget for the state's resources and environmental protection programs. We review and make recommendations on a number of major policy proposals, including a review of the administration's recently released Water Action Plan as well as the proposal to reduce or eliminate several programs currently funded by the Beverage Container Recycling Fund (commonly referred to as the "bottle bill"). We find that these policy proposals are generally reasonable approaches, though we identify trade-offs in the proposals and offer recommendations for legislative consideration. The report also identifies several issues included in the Governor's budget that merit additional legislative oversight. This includes the proposal to provide the Department of Parks and Recreation and the Department of Forestry and Fire Protection with a total of $43 million from the General Fund to address deferred maintenance backlogs. While we find that it makes fiscal sense to address deferred maintenance, there is uncertainty about what factors have contributed to the large backlogs, as well as how the state can best address maintenance needs on an ongoing basis.

October 18, 2021 - The 2021‑22 budget package provides a total of $21.7 billion from various fund sources—the General Fund, bond funds, and various special funds—for programs administered by the California Natural Resources and Environmental Protection Agencies. This is a net increase of $4.8 billion (22 percent) compared to 2020‑21 estimated expenditures.

March 24, 2010 - California’s water system is facing a series of challenges affecting water availability, reliability, and delivery. Reevaluating how groundwater is managed is necessary if it is to achieve its full potential as a reliable source of water. In this report, we present the Legislature with a series of actions that would be phased in over a period of time to address current and emerging groundwater management issues, including bringing science and law together to accurately reflect the physical interconnection of surface water and groundwater.

This post describes budgetary actions related to the annual cap-and-trade expenditure plan, support for a new safe and affordable drinking water program, funding for a variety of wildfire prevention and response activities, as well as other significant changes.
February 5, 2016 - Despite welcome storms early this winter, statewide drought conditions appear far from over. This report (1) describes the current drought and its impacts across the state, (2) summarizes the state's drought response appropriations and activities thus far, (3) assesses the Governor's drought-related budget proposals for 2016-17, and (4) recommends steps the Legislature can take to address drought both in the coming year and the future.

February 13, 2020 - This report assesses the Governor’s major 2020-21 budget proposals related to climate change. The four proposals we evaluate are the Governor's (1) cap-and-trade expenditure plan ($965 million), (2) expanded climate adaptation research and technical assistance activities ($25 million), (3) new Climate Catalyst loan fund ($250 million), and (4) climate bond ($4.75 billion).
December 10, 2019 - This report responds to increasing legislative interest in determining how the state can best prepare for the impacts of climate change, including sea‑level rise (SLR).
