This analysis: (1) provides program background; (2) outlines the Governor’s proposed 2022-23 budget for children and family programs, including child welfare services and foster care programs; (3) provides implementation updates on a number of programs that were funded in 2021-22; and (4) raises questions and issues for the Legislature to consider as it evaluates the budget proposal.

February 11, 2016 - We review the Governor's 2016-17 budget proposals for (1) the Supplemental Security Income/State Supplementary Payment (SSI/SSP) program, (2) In-Home Supportive Services, (3) California Work Opportunity and Responsibility to Kids (CalWORKs), and (4) Foster Care. Further, we provide the Legislature with key issues to consider when evaluating the Governor's budget proposals.
February 23, 2021 - In the Supplemental Report of the 2020-21 Budget Act, the Legislature tasked our office with convening a work group and providing recommendations for updating the special education Out-of-Home Care formula by March 1, 2021. This report provides background on the issue, describes the assessment and recommendations of the work group, and includes our office’s comments for the Legislature as it considers updating the formula.

March 22, 2019 - The Supplemental Report of the 2018-19 Budget Act directed our office to submit a report to the Legislature reviewing data on the reporting of child abuse or neglect incidents among children who are aged 14 to 17 compared to younger children. In this report, we (1) describe how the state’s Child Welfare Services (CWS) system processes child abuse and neglect reports, (2) discuss observed similarities and differences in reporting outcomes between older and younger youth based on available data, (3) specify limitations in our ability to come to definitive conclusions regarding the treatment of reports for older youth compared to younger youth in the CWS system based on available data, and (4) provide recommendations for the collection of additional data to better understand the potential reasons for differences in outcomes between older and younger youth accessing foster care and determine whether policy interventions are appropriate.
