Dec 18, 2020 - Prior to 2020 ‑21, the largest upward revision to the minimum guarantee (relative to the enacted budget) was $6. 3  b illion (10. 3  p ercent) in 2014 ‑15. Compared with the estimates of the minimum guarantee in the June 2020 b udget plan, we estimate the 2020 ‑21 guarantee is up $13. 1  b illion (18. 5  p ercent).
