Update on Community College Reserves

Jan 27, 2021 - In contrast to unrestricted reserves, systemwide restricted reserves dropped $41  million (10  percent) from June 30, 2019 to June 20, 2020 —falling to $360  million. Restricted reserves fell from 18  percent of annual restricted expenditures to 16  percent.

UC ’s Capital Financial Plan 2022 ‑28 includes the $249  million the state authorized for the project last year, but it also identifies $700  million in state ‑eligible project costs not yet funded.

California Community Colleges—Managing Cash in a Time of State Payment Deferrals

Dec 18, 2020 - The state began using payment deferrals during the dot ‑com bust but relied much more heavily on them during the Great Recession. The practice of deferring college payments peaked in 2011 ‑12, when the state deferred a total of $ 961  m illion in CCC payments —accounting for nearly 30  p ercent of CCC Proposition  98 General Fund support.
