This law allows the state to reduce spending during its first recalculation of the guarantee, but prevents reductions during the second recalculation at the end of the next fiscal year.

This schedule means that for any given budget, the state has new estimates of the Proposition   98 guarantee for the prior year, current year, and upcoming year.
