The 2025-26 California Spending Plan: Child Care and State Preschool

Nov 14, 2025 - Stabilization Payments. The budget provides $158  million in non-Proposition  98 General Fund for one-time payments to State Preschool and child care providers. Licensed providers will receive a one-time stabilization payment of $431 per child based on their enrollment in April 2025, while license-exempt providers will receive $300 per child enrolled that month.
