A Long-Term Outlook: Disability Among California’s Seniors

Oct 24, 2025 - The first rule (finalized in 2023) applied to people dually enrolled in Medicare and Medicaid, while the second rule (finalized in 2024) applied to the rest of the Medicaid population. H.R.  1 prohibits federal administrators from enforcing the elements of these rules that have not yet gone into effect, giving states greater flexibility to decide whether to implement the streamlined processes.
