The 2022-23 Budget: Initial Comments on the State Appropriations Limit Proposal

Feb 4, 2022 - Excess Revenues Must Be Allocated to School Payments and Taxpayer Rebates. The Legislature could meet any remaining SAL  requirements by splitting excess revenues between taxpayer rebates and payments to schools and community colleges The Constitution gives the state two years to make these payments, and so the costs could be funded in the 2023 ‑24 budget.

Oct 12, 2020 - Pension Payments on Behalf of School and Community College Districts 2019 ‑20 Budget Act Gave Districts Short- and Long-Term Relief. The 2019 ‑20 Budget Act included $850  million in supplanting payments to help school and community college districts pay their required contributions to CalSTRS and the CalPERS School Pool in 2019 ‑20 and 2020 ‑21.

California Community Colleges—Managing Cash in a Time of State Payment Deferrals

Dec 18, 2020 - Proposition   98 c onstitutionally governs the minimum amount of funding provided to schools and community colleges each year. In June 2020, the state estimated that the Proposition   98 m inimum guarantee had dropped notably for both 2019 ‑20 and 2020 ‑ 21 r elative to assumptions it had made one year earlier (in June 2019), prior to the pandemic.

Feb 24, 2020 - School districts face fiscal pressures ranging from rising pension costs to higher costs for special education. Though nearly all districts currently hold positive budget ratings, we expect districts to face more difficulty balancing their budgets in the upcoming year.
