Jul 13, 2023 - MHSA Tax Three Times More Volatile Than PIT. Figure  2 compares the AD of MHSA tax revenue to the ADs of the General Fund share of PIT, SUT, and all General Fund tax revenue. As shown in the figure, MHSA tax revenue is about three times more volatile than the General Fund share of PIT and General Fund tax revenues, and is nearly five times more volatile than SUT.
