The 2021-22 Budget: Child Care Proposals

Feb 11, 2021 - Trailer legislation requires DSS to submit a transition plan to the Legislature by March  31, 2021. The plan is required to include answers to a number key questions, including how the shift will result in better services for children and families and what the ongoing cost of the shift will be.

The 2018-19 Budget: Child Care Programs—Analysis of Governor’s Hold Harmless Rate Proposal

Mar 19, 2018 - Chapter  15 of 2017 (AB  99, Committee on Budget) effectively removes the final hold harmless provision on December 31, 2018. That is, beginning with January 1, 2019, all providers are to receive rates set at the 75 th percentile of the 2016 survey, even if lower than the rates they had received based upon an earlier market survey.

The 2022-23 Budget: State Preschool

Feb 22, 2022 - Funding is available for expenditure though December 31, 2024. Governor ’s Proposals Requires State Preschool Providers Serve Students With Disabilities. The Governor ’s budget proposes to require that at least 10  percent of children enrolled in State Preschool programs be children with disabilities.

The 2019-20 Budget: Early Education Analysis

Mar 4, 2019 - An additional 2,500 slots beginning January 1, 2020 would have a half ‑year cost of $ 16  m illion in 2019 ‑20, growing to a full ‑year cost of $ 31  m illion in 2020 ‑21. In future years, the Legislature could decide how many new slots to approve based on the take ‑up in 2019 ‑20.
