A Review of the CalSTRS Funding Plan: Theoretical Investment Gains Have Shifted Unfunded Liabilities to Districts

Feb 2, 2016 - These recent developments illustrate the counterintuitive results of the odd calculation central to the CalSTRS funding plan.
