Sep 7, 2023 - As of August 31, 2023, the vacancy rates of the three occupational groups included in the compensation study were 11  percent in the case of Dentists, 23  percent in the case of Family Medicine Physicians, and 46  percent in the case of Psychiatrists.

Jun 23, 2025 - The vacancy rate across state civil service classifications has fluctuated in recent years from 15  percent in 2019 to 21  percent in 2023 to 17  percent as of May 31, 2025. Though much lower than statewide vacancy rates, the vacancy rate among Unit 6 classifications also has fluctuated from 8  percent in 2019 to 13  percent in 2023 to 9  percent as of May 31, 2025.

MOU Fiscal Analysis: Bargaining Unit 16 (Physicians, Dentists, and Podiatrists)

Jul 14, 2025 - In the case of dentists, the vacancy rate was 10  percent, which is much lower than the statewide average 21  percent vacancy rate and the 31  percent vacancy rate across Unit 16 positions. While the study indicated that state dentists are retiring at higher rates than statewide or other Unit 16 positions, the elevated retirement rate does not seem to be affecting the state ’s ability to fill dentist positions.

MOU Fiscal Analysis: Bargaining Unit 12 (Craft and Maintenance)

Jun 27, 2025 - The agreement would phase this policy into effect with the state and employees each contributing (1)  1.4  percent of pay, for a total of 2.8  percent of pay, in 2027-28; (2)  2.7  percent of pay, for a total of 5.4  percent of pay, in 2028-29; (3)  4.1  percent of pay, for a total of 8.2  percent of pay, in 2029-30; and (4)  an adjustable percentage of pay —not to be adjusted by greater than 0.5  percent of pay in any year —beginning in 2030-31.

Sep 7, 2023 - While we do not know the statewide average participation rate today, CalHR informs us that, as of July 31, 2023, 87 percent of Unit 6 members have a Savings Plus account and that 57 percent of Unit 6 members contributed to their Savings Plus account in July 2023 with an average contribution amount of $387 to a 457(b) account and $353 to a 401(k) account.

Aug 23, 2024 - According to data from SCO, as of December 31, 2023, three Unit 5 members had vacation leave balances that exceeded this cap and two Unit 5 members had annual leave balances that exceeded this cap. The proposed agreement would raise the vacation and annual le ave caps to 924 hours of unused vacation and annual leave.

The 2021-22 Budget: Labor Agreements Ending Personal Leave Program 2020

Jun 25, 2021 - On the extremes, the study found that dental assistants were compensated 39 percent above market and management analysts were compensated 31 percent below market. Given the two GSIs provided by this agreement are based on the existing MOU provisions, not providing an updated compensation study at this time is reasonable.
