Apr 10, 2025 - Figure  8 uses the tools described in Chapter  1 to evaluate the Governor ’s proposal. The Governor ’s proposal clearly improves upon current law. In particular, in the benchmark scenario, the Governor ’s proposal would allow the state to cover about half of funding shortfalls over 50 years.
