State Correctional Spending Increased Despite Significant Population Reductions

Feb 4, 2020 - As shown in Figure  1 , the state ’s inmate and parolee populations have declined significantly over the past several years, primarily as a result of the above policy changes. Specifically, between June 30, 2011 and June 30, 2019, the inmate population declined from about 162, 400 t o 125,500 ( 23  p ercent) and the parolee population declined from about 90, 800 t o 50,800 ( 44  p ercent).
