The 2020-21 Spending Plan: State Infrastructure and Economic Development Bank

October 5, 2020 - The federal government has several programs to provide financial assistance to small businesses affected by coronavirus disease 2019 (COVID-19) public health crisis. The Small Business Finance Center (SBFC) at the California Infrastructure and Economic Development Bank (IBank) makes loan guarantees to small businesses that cannot otherwise get financing from conventional sources. CDFIs are lenders that provide loans and other financial services to low-income communities that are underserved by traditional banks and credit unions.

October 5, 2020 - The 2020‑21 budget package included several tax policy changes. Overall, the budget package assumes these changes will result in a net revenue increase of about $4 billion in 2020‑21. Starting in 2023‑24, the net effect of these changes are expected to reduce revenues below what they otherwise would have been.

This publication provides an overview of the 2020‑21 Budget Act, provides a short history of the notable events in the budget process, and then highlights major features of the budget approved by the Legislature and signed by the Governor. All figures in this publication reflect the administration’s estimates of actions taken through June 30, 2020, but we have updated the narrative to reflect actions taken later in the legislative session. Major Potential State Fiscal Risk Averted Following Withdrawal of Proposed Federal Medicaid Financing Regulation

September 21, 2020 - This Budget and Policy post is intended to notify the Legislature of the federal government’s recent decision to withdraw the proposed Medicaid Fiscal Accountability Regulation (MFAR), proposed in 2019. If finalized as proposed, MFAR could have resulted in the loss of billions of dollars in non-General Fund funding for Medi-Cal on annual basis. Withdrawal of the regulation means that a major, near-term state fiscal risk has been averted.

The 2020-21 Budget: Labor Agreements to Achieve Budgetary Savings

September 9, 2020 - The budget assumes that employee compensation is reduced by up to 10 percent in 2020-21. This analysis provides a historical record of all the labor agreements between the state and its employees to reduce state costs in 2020-21 and—in most cases—2021-22. In addition, this analysis looks forward and provides comments and recommendations to help the Legislature think through future decisions to reduce employee compensation should the budget problem persist beyond 2021-22.

What Threat Does Sea-Level Rise Pose to California?

August 10, 2020 - Encroaching seas and waves could result in negative impacts along California’s coast not only through increased flooding, but also by eroding beaches and cliffs, and by raising coastal groundwater levels. This report describes available research on how rising seas threaten California’s coast in seven categories: public infrastructure, private property, vulnerable communities, natural resources, drinking and agricultural water supplies, toxic contamination, and economic disruption.

Improving California’s Response to the Environmental and Safety Hazards Caused by Abandoned Mines

August 4, 2020 - This report consists of three sections. First, in the background section, we describe (1) historical mining practices, (2) the risks AMLs pose to the environment and the physical safety hazards they cause, (3) the coordination across the many state and federal agencies to address AML issues, and (4) laws and programs governing the remediation of AMLs. In the second section of the report, we discuss key challenges to systematically remediating AMLs, such as a lack of a centralized statewide approach, land ownership issues, and lack of funding. In the third and final section, we recommend steps the Legislature could take to improve California’s approach to addressing the threats to public health and the environment caused by AMLs.
