January 3, 2018 - CSU is required by statute to (1) adopt a systemwide definition of online education, (2) report biennially on certain enrollment and performance data related to online education, and (3) report on the feasibility of developing an online bachelor’s degree completion program for students who started college but never obtained a degree. Chapter 82 of 2016 (AB 2908, Committee on Higher Education) requires our office to assess CSU’s implementation of these requirements and report to the Legislature by January 1, 2018. This report fulfills that statutory requirement.
February 16, 2017 - In this report, we analyze the Governor's higher education budget proposals. Our many recommendations for consideration by the legislature include: providing base increases for the University of California (UC), California State University (CSU), and California Community Colleges (CCC); improving implementation of existing student support programs before expanding upon other initiatives being put forward by the administration and other segments; and asking the administration to provide certain additional information about the CCC guided pathways and CCC Chancellor’s Office staffing proposals during spring budget hearings.
February 26, 2016 - In this report, we provide background on three key areas of higher education in California: enrollment, tuition and financial aid, and institutional performance. We then analyze specific budget proposals for the University of California, California State University, California Community Colleges, Hastings College of the Law, and California Student Aid Commission, making corresponding recommendations for the Legislature's consideration.
April 11, 2014 - Due to a combination of poor budgeting practices and competing funding priorities, all of the state's education segments currently have a backlog of deferred maintenance projects. The Governor’s budget includes a package of proposals to begin addressing this backlog. While we commend the administration for highlighting deferred maintenance as a problem, we have concerns with the Governor's specific proposals and recommend the Legislature consider various alternatives. Looking beyond 2014-15, we believe the state should have a long-term strategy for properly maintaining education facilities. While a one-size-fits-all response very likely is not appropriate for such a diverse array of education segments, segment-specific plans likely could be very helpful. To this end, we recommend the Legislature require the education segments to develop plans that detail how much they set aside annually for scheduled maintenance, how they plan to eliminate their existing deferred maintenance backlogs over the next several years, and how they plan to avoid creating new backlogs thereafter. (In contrast to the other segments, we believe the state should not impose additional maintenance requirements on elementary and secondary schools at this time. The different approach for schools acknowledges the state’s recent decision to shift fiscal decision making and accountability for many aspects of schools’ operations—including maintenance—to the local level.)

July 1, 2014 - The Legislature passed the Student Success Act of 2012 in an effort to improve student outcomes at the California Community Colleges (CCC). Since enactment, community colleges have made a number of changes designed to enhance support services for students. Though development and implementation of these changes still are in their early stages, overall we believe CCC is making changes consistent with the act and is on the right track. While the system is well underway in implementing the various provisions of the act, we believe the system has additional work to do in addressing other complementary priorities, particularly in the areas of course alignment, basic skills, and professional development.
February 11, 2022 - This brief analyzes the Governor's major budget proposals for the California Community Colleges, with a focus on apportionments increases, enrollment, modifications to the Student Centered Funding Formula, part-time faculty health insurance, and deferred maintenance.
July 1, 2024 - Due to legislation enacted a decade ago, the availability of postsecondary courses at state prisons has expanded significantly. In this report, we focus on California Community College programs at state prisons. After providing background on these programs, we cover trends in student outcomes and explain how these programs are funded. We then assess the strengths and weaknesses of these programs and make several recommendations aimed at improving them.

September 22, 2016 - In this report, we provide background on the Student Success and Support Program, student equity, and other student success programs of the California Community Colleges (CCC). As background, we consider the effects of recent actions taken by the CCC Board of Governors, including setting minimum academic standards for fee waivers and establishing new policies for registration. We next discuss implementation of student success and equity programs. We conclude with an assessment of implementation to date and offer recommendations for legislative consideration.

August 18, 2016 - In 2016-17, eight state agencies are receiving more than $6 billion in state and federal funding to administer almost 30 workforce education and training programs. Historically, state and federal laws have required service providers to report different types of outcome information even for similar workforce programs, making comparing programs and assessing the overall system's performance difficult. In addition, to collect information about program participants’ longer-term outcomes, state agencies often must share and link data with one another. Currently, the state's method for linking data is inefficient and administratively burdensome. To address these concerns, we recommend the Legislature direct the California Workforce Development Board to determine a set of common outcome measures for workforce programs and require programs to collect and report data for those measures. We also recommend the Legislature replace the state’s existing method of linking data with a streamlined, systemwide method. To increase the value of workforce data, we further recommend the board present the data in a few workforce reports each year, with the intent of informing policy makers’ policy and funding decisions and improving the overall quality of the state’s workforce system.
