The 2018-19 Budget: Governor's Gann Limit Estimates

Apr 6, 2018 - Specifically, these subventions total $2.7  billion in 2016 ‑17, $2.8  billion in 2017 ‑18, and $2.9  billion in 2018 ‑19. As local governments generally do not have discretion over the use of these funds, they should be not counted as subventions.

The 2017-18 Budget: California Spending Plan

Oct 18, 2017 - The 2017 ‑18 budget package institutes a temporary, alternative cost ‑sharing structure for wage increases in counties with wages and benefits currently above $12.10. For these counties, the state will share a portion of costs associated with wage increases that, in sum, do not exceed 10  percent of their current wage and benefit level.

LAO Multiyear State Budget Outlook

May 19, 2017 - Both of these outlooks assume the economy continues to grow. ( Our economic scenarios do contain some key differences , however. For example, our office assumes that taxable wages and salaries in California grow substantially faster than the administration assumes in 2018 and 2019.)

The 2017-18 Budget: Overview of the Governor's Budget

The 2017-18 Budget: California's Fiscal Outlook

Nov 16, 2016 - Whereas the State Constitution, state law, and federal law notably constrain some areas of the state budget (for example, K –14 education and health care), they do not notably constrain budgeting for UC and CSU.

Long-term Capacity for Debt Payments Under Proposition 2

Dec 21, 2017 - As a result, these estimates do not result in higher debt payments in 2017‑18. (In general, if the budget consistently underestimates Proposition 2 requirements, it would result in more reserve deposits, and fewer debt payments, than more accurate projections would yield.)

Fiscal Outlook: Medi-Cal

Nov 15, 2017 - Our $1.5  billion estimate is about $200  million higher than was assumed in the 2017 ‑18 Budget Act . This upward revision, which we do not expect to carry forward into subsequent fiscal years, is the result of higher than previously anticipated Proposition  56 revenue collected to date.

The 2016-17 Budget: California Spending Plan

Oct 5, 2016 - (Changes in the underlying cost of care do not include the rate increases in the 2016 –17 budget. The adjustments reflected here result from changes in the age of children served, choices families make about settings, and the number of hours per week children are in care.)

The 2018-19 May Revision: LAO Multiyear State Budget Outlook

May 17, 2018 - Largely, this stems from our office ’s higher estimates of personal income tax (PIT) revenue in 2017‑18 and 2018‑19. This primarily reflects our office’s higher projections of capital gains in 2017 and 2018 and higher wages and salaries in 2019.
