The 2019-20 Budget: California Spending Plan—Health and Human Services

Oct 17, 2019 - Moreover, in January 2019, DOF released a report finding that 1991 realignment could no longer support counties ’ IHSS MOE costs over time. To address this problem, the 2019 ‑20 budget includes a number of modifications to the IHSS county MOE, including rebasing the IHSS county MOE costs to a lower amount in 2019 ‑20 and lowering the annual adjustment factor.
