The 2026-27 Budget: Child Care and State Preschool

Jan 13, 2017 - By scoring certain one-time payments in 2016-17 rather than 2015-16, the Governor ’s budget plan increases 2016-17 Proposition 98 spending by $324 million. This increase, combined with the $506 million drop in the minimum guarantee and various minor adjustments, results in a spending level that would exceed the 2016-17 guarantee by $859 million.

The largest of these proposals involved (1)  scoring $324  million in spending toward 2016 ‑17 instead of 2015 ‑16 and (2)  deferring an $859  million payment for the Local Control Funding Formula (LCFF) from 2016 ‑17 to 2017 ‑18.

Mar 30, 2017 - The department recently certified P-1 attendance data for 2016-17. Based on this data, we now estimate statewide attendance in 2016-17 at 5,961,453. Previous estimates of K-12 attendance by the administration and our office were very close to this new estimate.

Feb 10, 2017 - The Governor estimates these costs will continue at the same level in 2016-17 and 2017-18. Our analysis of local property tax growth, however, projects notably higher costs. In 2016-17, we estimate 24 COEs will receive a partial or full minimum state aid supplement, costing $85 million ($ 19 million above the Governor ’s estimates).
