The 2026-27 Budget: California Community Colleges

Mar 5, 2026 - Beyond these priorities, we think the proposed student support block grant is reasonable. This block grant provides districts with flexible funding they could use for a range of student services linked to local conditi ons.

The 2026-27 Budget: Higher Education Overview

Feb 5, 2026 - We think the Governor’s one‑time proposals for deferred maintenance projects and a student support block grant also are reasonable. Importantly, addressing deferred maintenance helps avoid higher project costs in the future as well as potential programmatic disruptions due to failing building components.

The 2022-23 Budget: Analysis of Major UC Proposals

Feb 2, 2022 - We think the Governor ’s proposed level of funding ($31  million for the 900 student replacement) likely is justified. That said, we recommend the Legislature review UC ’s forthcoming report, due January 31, to ensure UC intends to reduce nonresident enrollment at the affected campuses by a combined 900 students.

The 2022-23 Budget: Analysis of Major CCC Proposals

The 2021-22 Budget: California Community Colleges

Feb 16, 2021 - Recommendations Consider Creating a Basic Needs Block Grant. The Governor ’s focus on students ’ basic needs is laudable, but his proposals in this area lack coordination and accountability. A more coherent approach the Legislature might consider would be to pool all or a portion of the proposed new funds and the existing rapid rehousing program into a basic needs block grant.
