From a low of around 12. 5  m illion beneficiaries in March  2020, the budget act projected Medi ‑Cal caseload would increase to roughly 14. 5  m illion enrollees by July  2020, increasing General Fund costs above what they otherwise would be by about $ 3  b illion across 2019 ‑20 and 2020 ‑21.
