Assessment of the Strong Workforce Program

Dec 10, 2025 - Some Regions Have Seen Larger Improvements in Earnings Measures. Figure  11 shows the median change in earnings from before entering to after exiting college for CTE students by region. Of the three earnings measures, this one arguably comes closest to reflecting the added value of college.

Jul 1, 2024 - Specifically, in 2022 ‑23, 1,808 CCC students at CDCR (12  percent) had earned more than 60  units. Of these students, 418 (2.7  percent) had already earned 100 or more CCC units. Just over 100 of these students had already accumulated 150 or more units.

Addressing Capital Renewal at UC and CSU

Jan 5, 2023 - Under state law, CSU may only use TRP earnings for one ‑time capital expenses, including renewal. Since CSU began distributing TRP earnings in 2019 ‑20, it has allocated an average of $40  million annually to campuses for capital expenses, with distributions varying somewhat from year to year based on investment performance.

Dec 13, 2022 - To the WIOA Title II measures, we recommend adding one performance measure for providers —the number of CTE certificates earned by adult education students. To allocate performance funding, the state could set a dollar value to each performance point and adjust by COLA each year.
