The 2017-18 Budget: Analysis of the May Revision Education Proposals

May 15, 2017 - Compared with the administration, our revenue estimates are about $1  billion higher in 2016 ‑17 but $160  million lower in 2017 ‑18, yielding a growth rate of 3.9  percent. Using the lower growth rate, the 2017 ‑18 minimum guarantee is roughly $500  million lower than the administration ’s estimate.

Mar 10, 2025 - The Governor ’s proposal includes $11  million General Fund annually for the next 30 years to cover associated debt service for the project. We recommend rejecting this request. There was no expectation from the state that CLSF would require additional state funds to complete the McAllister Tower project.

Feb 27, 2025 - Over the last ten years, UC ’s FTE workforce has grown by 24  percent, exceeding FTE student growth of 17  percent. In 2023 ‑24, UC had 1 FTE employee for every 2.1 FTE students. UC Workforce Consists of a Mix of Academic and Nonacademic Positions.

Mar 5, 2025 - The Governor ’s proposed $30  million increase for the Rising Scholars Network would more than double the ongoing program funding level. It is also three times the increase requested by the Chancellor ’s Office in the CCC 2025 ‑26 budget request for this purpose ($10  million).
