Feb 12, 2025 - The 2018 ‑19 budget included $1.3  billion in lease revenue bond authority backed by the General Fund —rather than the SCFCF —to finance ten previously planned projects. This commitment effectively backfilled the $1.4  billion transferred from the SCFCF to the General Fund to help address the state ’s budget condition between 2009 ‑10 and 2017 ‑18.
