We note, however, that the 2016 Governor ’s Sustainable Freight Action Plan establishes targets of improving freight system efficiency by 25  p ercent and deploying over 100,000 vehicles and equipment capable of zero ‑emission operation by 2030.

The Governor ’s budget includes $1.1  billion for DMV in 2017 ‑18, which is about the same as the estimated level of spending in the current year.
