The 2024-25 California Spending Plan: Higher Education

Sep 11, 2024 - Ongoing General Fund support for the California State Library decreases by a net of $4.0  million (7.6  percent). This decrease mainly consists of a $2.5  million reduction for the Lunch at the Library program and a $1.8  million reduction for the California Library Services Act.

Nov 16, 2022 - After making these adjustments, $7.6  billion in funding is available. Regarding cost increases, we estimate that covering the 8.73  percent statutory COLA would cost $7.9  billion. Consistent with current law, we assume the state reduces the COLA rate to 8.38   percent —lowering the cost by approximately $300   million —to fit within the $7.6  billion available.

Update on Community College Reserves

Jan 27, 2021 - In contrast to unrestricted reserves, systemwide restricted reserves dropped $41  million (10  percent) from June 30, 2019 to June 20, 2020 —falling to $360  million. Restricted reserves fell from 18  percent of annual restricted expenditures to 16  percent.

In addition to state funding for infrastructure costs to connect to the CENIC-managed backbone, local libraries are eligible for certain discounts to help them pay their monthly Internet service charges.
