Feb 4, 2026 - In 2019 ‑20, however, the state adopted a new law prohibiting spending reductions after the fiscal year ends. This law allows the state to reduce spending during its first recalculation of the guarantee, but prevents reductions during the second recalculation at the end of the next fiscal year.

The gap between the state and the national average is driven by the outcomes for economically disadvantaged students, which NAEP defines as students with family incomes below 130  percent of the federal poverty level.

Nov 18, 2021 - Changes to UAO Based on 2019-20 Valuation Investment Returns in 2019-20 Fell Below Actuarially Assumed Rate. Due to the unprecedented fiscal effects of the coronavirus disease 2019 (COVID-19) pandemic, CalSTRS ’ assets netted 3.9 percent returns in the 2019-20 fiscal year.
